[Federal Register: May 18, 1998 (Volume 63, Number 95)] [Notices] [Page 27334-27335] ----------------------------------------------------------------------- OFFICE OF PERSONNEL MANAGEMENT Proposed Collection; Comment Request for Review of A New Generic Clearance Plan AGENCY: Office of Personnel Management. ACTION: Notice. ----------------------------------------------------------------------- SUMMARY: In accordance with the Paperwork Reduction Act of 1995 (Public Law 104-13, May 22, 1995), this notice announces that the Office of Personnel Management (OPM) intends to submit to the Office of Management and Budget a request for review of a new Generic Clearance Plan to measure customer satisfaction with the Retirement and Insurance Services' (RIS) programs and services. This Plan satisfies the requirements of Executive Order 12862 and the guidelines set forth in OMB's ``Resource Manual for Customer Surveys.'' RIS is requesting approval for conducting these voluntary customer satisfaction surveys in fiscal years 1998, 1999, and 2000. Comments are particularly invited on: whether this collection of information is necessary for the proper performance of functions of the Office of Personnel Management, and whether it will have practical utility; whether our estimate of the public burden of this collection of information is accurate, and based on valid assumptions and methodology; and ways in which we can minimize the burden of the collection of information on those who are to respond, through the use of appropriate technological collection techniques or other forms of information technology. For RIS survey questionnaires, we estimate surveying approximately 464,975 customers per year for an annual burden of 109,101 hours for FY 1998 and 94,517 hours each for fiscal years 1999 and 2000; for our telephone surveys, including Interactive Voice Response (IVR) technology, we estimate surveying 264,080 customers per year for an annual burden of 22,072 hours; for Internet surveys, we estimate surveying 1,000 Internet readers for an annual burden of 167 hours; for Focus Groups, we estimate that we may have 10-20 focus groups consisting of 10-15 participants (300 total per year), lasting up to about two hours each for an annual burden of 600 hours; and for Comment Card/Postcard surveys that the RIS Washington, DC, Retirement Information Office may use, we estimate that it would take about 7 minutes to complete and 3,000 customers may respond for an annual burden of 350 hours. The total annual estimated burden is 132,498 hours in FY 1998 and 117,914 hours each for fiscal years 1999 and 2000.
